This project aims to build a robust evidence base for improving the effectiveness and accountability of grants as a funding mechanism for Web3 digital public goods, with the primary objectives of (1) identifying key challenges in current Web3 grant programs, (2) developing and validating standardized frameworks for reporting and evaluation, and (3) providing actionable recommendations to enhance governance, operational efficiency, and impact measurement. The research employs a mixed-methods approach, including a comprehensive literature review, document analysis of leading grant programs (such as Stellar and Octant), electronic surveys targeting both grantors and grantees, focus group discussions, and key informant interviews with subject matter experts. Central to the project is the evaluation of existing grant management practices and the development of tools such as the Grant Maturity Framework (GMF) and Grant Maturity Index (GMI), which systematically assess programs across dimensions like governance, transparency, community engagement, and operational effectiveness. The study’s research questions focus on standardization and infrastructure, support systems for grantees, evaluation and accountability mechanisms, collaboration and innovation in grantmaking, and protocols for transparency and fairness. By triangulating data from multiple sources and stakeholders, the project seeks to identify best practices and persistent gaps—such as the lack of standardized reporting, inconsistent metadata, and insufficient support systems—while also proposing forward-looking solutions for interoperability, adaptive funding, and ethical governance in the decentralized Web3 ecosystem. The ultimate goal is to provide grant operators and ecosystem stakeholders with validated frameworks and practical guidance to foster more transparent, effective, and impactful Web3 grant programs.
